Why do CPD certificates have a credibility problem?
Because the proof and the claim are the same object. A PDF certificate asserts that hours were completed and carries nothing that lets anyone test the assertion, so a member can alter one, an employer cannot check one, and a regulator increasingly expects better than either.

How much CPD is mandated, and how often is it verified?
Regulators set the hours precisely and check them through declarations and sampling. Employers, who see the certificates far more often, mostly do not check at all. Every figure below is from a regulator or published third party research.
