Certifying bodies need credentials that cannot be forged

A certification is worth exactly as much as the difficulty of faking it. When a PDF carrying your logo can be edited in a minute and printed convincingly, every holder of a genuine credential is standing next to an unknown number of fakes.

Why does credential fraud hit certifying bodies harder than training providers?

Because your credential is a claim about competence that somebody else relies on. A forged completion certificate embarrasses a training provider; a forged safety or professional certification puts an unqualified person into a regulated role, and the questions afterwards land on the body that appears to have certified them.

How common is qualification fraud, and how often is it caught?

Common enough that nearly half of large employers have caught one, and caught rarely enough that most credentials are never checked with the issuer at all. Every figure below is published third party research, not TRUE platform data.

That last number is the demand a certifying body absorbs when verification has to go through people. Publishing credentials that verify themselves moves the work off your desk without lowering the standard.
